Director, West Philadelphia Skills Initiative at University City District

Leadership position at UCD, a special services district focused on quality of life issues, economic competitiveness and commercial vitality in a 2.4 square mile stretch of West Philadelphia. Position reports to Executive Director. Successful candidate will lead development of innovative, employer-driven workforce development effort, serving the needs of both partnering University City institutions and targeted West Philadelphia workers.

Primary Responsibilities

  • Work with universities, health care systems and other West Philadelphia employers to create pathways for new and incumbent workers;
  • Galvanize community organizations, schools and other partners to identify, prepare and advance under-employed West Philadelphia workers into career ladder jobs;
  • Work closely with employers to continually assess and anticipate hiring needs, and to foster economies of scale in recruitment and training activities;
  • Represent WPSI to employers, community partners, public officials and city workforce leaders;
  • Manage interns and other project-specific personnel, as required;
  • Function as an integral part of UCD’s management team, along with four other department directors;


Qualifications

  • Bachelor’s Degree required, Master’s or equivalent experience encouraged.
  • A minimum of 7 years of progressively responsible experience in human resources, organizational development or workforce development.
  • Entrepreneurial drive and vision, combined with flexibility to thrive in a program start-up situation.
  • Ability to communicate effectively with a range of partners, including senior human resource professionals, community organization staff, training providers and program participants.
  • Ability to manage large and complex grant-funded projects.
  • Superior community relations and community engagement skills.

Director of Community and Economic Development, University City District

Leadership position at UCD, a special services district focused on quality of life issues, economic competitiveness and commercial vitality in a 2.4 square mile stretch of West Philadelphia. Position reports to Executive Director.

Primary Responsibilities

  • Management
  1. Direct a four-person team focused on commercial revitalization, infrastructure improvements and urban design initiatives;
  2. Oversee major capital projects, city and state contracts, and complex, multi-year grants;
  3. Function as an integral part of UCD’s management team, along with four other department directors;
     
  • Programs: Lead and oversee key elements of UCD’s work, including:
  1. Infrastructure and planning projects, with an emphasis on facilitation of community-driven capital improvement projects, implementation of improvements to University City’s physical gateways and development of transit enhancement strategies;
  2. Commercial corridor management, including business recruitment, retention and expansion activities;
  3. Sustainability initiatives, with a focus on managing multi-partner projects that offer bottom line-enhancing sustainability solutions for businesses and facilitate quality of life sustainability efforts driven by neighborhood residents;
     
  • Community Engagement
  1. Work with community partners to identify and seize opportunities for new economic development initiatives;
  2. Build and nurture relationships with city officials, civic leaders, community groups, business and property owners, funders and institutional stakeholders.


Qualifications

  • Bachelor’s Degree required, Master’s or equivalent experience encouraged.
  • A minimum of 7 years of progressively responsible experience in community revitalization, urban planning and/or real estate development.
  • Entrepreneurial drive and demonstrated ability to envision and implement creative solutions to the challenges of urban development.
  • Ability to move projects of all sizes – from a single block to an entire community - from vision to action.
  • Ability to manage a small, committed and creative staff.
  • Demonstrated ability to manage six and seven-figure project budgets.
  • Superior community relations and community engagement skills.
