On the Ground With HOST: Services, Support, and a Fresh Cut

University City District’s Homeless Outreach Service Team (HOST) continues to expand its on-the-ground support for neighbors experiencing homelessness, taking a practical, people-first approach that prioritizes relationship-building and direct access to services.

That work continued at 45th & Baltimore this week, where HOST manager Caitlyn Shauger organized a free community hair-cutting event for unhoused neighbors. Barbers and stylists from Headliners Barbershop (4036 Woodhaven Rd, Philadelphia) volunteered their time and worked despite rainy conditions as they transformed the corner into an outdoor pop-up salon. Participants were invited to choose whichever haircut or style they preferred, and the skilled team executed the vision!

This event was made possible with support from Lei Solan, an Allied Universal Street Outreach Officer who serves as an additional resource for people experiencing homelessness in Philadelphia. Alongside haircuts, the event was designed to meet people where they’re at, as HOST offered coffee, snacks, and sanitary supplies. Staff offered on-site check-ins and case support, connecting attendees to services that address both immediate needs and longer-term goals.

Since its launch in 2023, HOST’s capacity continues to grow. Recently, the team introduced new uniforms to ensure they are easily identifiable to community members seeking assistance. The team also welcomed a new crew member this year, expanding its ability to conduct daily outreach, respond to concerns, and build consistent relationships on the ground.

These kinds of everyday interactions are the backbone of HOST’s work. While haircuts may seem simple, they help break down barriers by encouraging deeper engagement with outreach staff and making it easier to offer assistance around housing, benefits, and healthcare.
